Democrat MP Ferdinand Xhaferraj has requested an interpellation in the plenary session of Thursday with the Minister of Infrastructure Belinda Balluku for the project of the Port of Durres.
Xhaferraj has accused that Emaar Group that will implement the investment is an offshore company, has demanded transparency about the sources of financing the project.
In response, Balluku explained that all the procedures undertaken are legal.
“We were informed by the media that the Emaar company has nothing to do with this project and was used as camouflage by an offshore company called Simphony. In the absence of transparency there are not many questions that remain unanswered. What will be the sources of funding for this investment that does not even exist as a project yet? Why are the procedures done in the absence of transparency but quickly? ” tha Xhaferri.
“We have held an international competition where 14 companies have participated for the Porto Romano project. Where will the money for this project come from? They have received the answer because the investor himself has been publicly engaged and the negotiating committee is ahead of the financial acts. The investment comes from the Simphony company which is owned by Mr. Alabaar. Alabaar has expressed interest in investing in the port of Durres. How is it possible that a company that has invested in Montenegro is something to be envied and say it is investing there and why not come here? “When he comes here it is a corrupt affair.”said Balluku.
According to MP Xhaferraj, this major project is not related to the development of the port, but only serves a certain group of people. The allegations were dismissed by Minister Balluku.
The master plan for the port of Durres, which captures an investment value of 2 billion dollars, envisages its radical transformation through the construction of the navy and the surrounding accommodation structures to turn it into a tourist center.
