In the interview for “Top Story” with the journalist Sokol Balla, our ambassador to the UN, Ferit Hoxha, recounts the moment how they found out about the start of the Russian aggression in Ukraine.
Hoxha points out, among other things, that despite the openly expressed attitudes towards Russia on this issue, he maintains correct relations with the Russian delegation, as, as he said, the attitudes of the states are not considered as personal attitudes in the UN.
“It has never occurred to me that I exchanged in the hallway and did not say ‘Good morning’ or ‘Good morning’, we did not ignore each other. We have said what we have to say in open and closed meetings. There is a golden rule in this hall but also outside this hall. The attitudes of countries are not personal attitudes and are not taken as personal attitudes. Cordiality, the frequency of meetings depends on many factors, but diplomats are trained not to confuse personal position with the attitude of their state or country. We are 15 countries, it does not matter whether we love each other or not, we are mandated to work together. If we do not work together, cause consequences for others and our emotions, our choices can not affect what is our primary task.“Said Hoxha, who, among other things, recounted the moments experienced at the UN, be they dramatic or comic.
“Being in front of the cameras, different actors sometimes speak not only to the council but also to the national audiences. There are always dramatic moments. The most dramatic element was on February 23 in New York. We together with the US team were prepared for several scenarios and from the information we had, the US, various countries we were getting it was thought that the Russian aggression in Ukraine would start. After the third speaker, that day we were the first speakers, in the capacity of pen holder, from various sources, it becomes clear that the attack has started and at that moment we would readjust our strategy and take the floor again to adapt the interventions very quickly . It was a dramatic moment because even though we had information, even though the American intelligence had been publishing it for months, they always thought that maybe reason would triumph at the last moment. He did not triumph. At that moment we had the impression that even the Russian delegation did not know about the start of the operation. Comic moments are more relaxed during consultations, when we address each other by first name. So we do not say excellence, but directly. In these moments we address them with harassment, with ironies that require a quick reaction so as not to lose face in the eyes of others.. “- continued Hoxha.
