After the energy reform in 2015, in the third term, the Socialist-led government will reform the water supply and sewerage sector, centralizing it.
58 companies across Albania have failed to achieve good performance in terms of key indicators. The average water supply across the country is almost 14 hours a day. On the other hand, unbilled losses are at the level of 64%, where Durrës and Vlora Region stood out. These two water utilities also have the highest arrears on energy bills.
Of the water companies only 12 of them covered the costs, while 24 of them barely managed to cover the salaries of the staff.
Staffing was another issue. The report of the Water Regulatory Authority clearly states that the number of employees is artificially high, especially the number of guards and sets out the need to eliminate nepotistic or political employment.
Now the water supply will be collected in 15 companies, while the administrator will be determined by competition and criteria.
There will also be a supervisory board and boards to have better monitoring.
The government aims with the new reform to have 49 Municipalities with 24 hour supply in 2023.
