The Albanian Prosecution announced on Wednesday that it has launched investigations into the publication of the salaries of over 630 thousand Albanian and foreign employees, both in the public and private sector. This material was initially distributed in the “WhatsApp” application and later continued on social networks and some online media.
Regarding this information leak, Report TV has learned that the document came from the Tax Directorate and the employee who drafted the document is Mimoza Seraj. The suspicions have been added even more, as from the analysis of the document distributed in the transfer, a user named Moza Seraj emerges. The latter, it turns out, has been the sector director in the General Directorate of Taxes.
It is learned that this file was created through its “user”, but this does not necessarily mean that it is the person who published the list. Seraj retired in 2019. However, the list was stolen manually and it is not about a cyber attack.
In this case, obtaining data so massively can not be done by anyone other than tax inspectors or private firms that have created the system, which are the only ones that can have direct access.
This file was created on February 26, 2021, and the last modification was performed on April 6.
According to the system created for data protection, applied to Taxes since the time of the Berisha government, none of the tax inspectors can download more than 1000 data in a single action.
So it took about 640 actions to create that ‘file’ and this could be another explanation why creating the document took more than a month and a half of work.
Another important information is the fact that more than 30,000 taxpayers are missing. So not all employees. While for a very large number of employees salaries are not updated.
Also, according to report.tv, the document is not original, but updated and changed in exel.
What has Mimoza Seraj got to do with this whole story? Has she created the file since she was at work or someone else used her data, even though logically her user should have been deactivated from the moment she retired?
Has the list been intentionally distributed on Albanian social networks?
All these questions will be answered only by Mrs. Seraj, who is expected to be questioned as soon as possible by the investigation that is currently being carried out by the Tirana Prosecutor’s Office.
The government denies that this information came from the Ministry of Economy and that the leaked document does not have the same appearance as the official document available to this ministry, does not contain the full name and that it is a combination of several different pieces.
President Ilir Meta and the Democratic Party also reacted to the salary scandal.
Meta described the publication of these personal data as a criminal act that endangers social peace, while the DP billed the government, saying that it is part of the patronage scheme.
