We have not come here with recipe recipes that we would like to impose. In fact, we are asking both sides, Kosovo and Serbia, to be constructive, to offer their visions of what the Association should look like and then to negotiate from there, within the dialogue.
Kosovo and Serbia have not held high-level talks since July last year and the issue of the Association is seen as the reason for the blockade of the talks by the Serbian side.
The current Kosovo government, led by Prime Minister Albin Kurti, says there can be no one-ethnic association in Kosovo, or anything that looks like Republika Srpska in Bosnia and Herzegovina. The EU envoy for dialogue, Miroslav Lajcak, agreed, saying that no one wants a Republika Srpska in Kosovo.
