Two people were shot dead and two others were injured in a Dutch center offering therapy for people with special needs or mental health problems.
A 16-year-old girl and a 34-year-old woman were killed at the Tro Tardi center in the town of Alblasserdam, east of Rotterdam.
Dutch police later arrested the suspect in a nearby park.
A 13-year-old boy and a 20-year-old woman were seriously injured, while the fifth person was slightly injured.
Dutch radio said ambulances had arrived at the scene of the attack from the ground and air.
“The suspect was arrested and the weapon was confiscated. “We are providing care for witnesses.” Rotterdam police said in a statement.
Police later said the suspect, who is now in custody, had been on the run since Thursday evening when authorities searched for him over the death of a 60-year-old at a store southwest of Rotterdam.
