Now we will move on to another problem of the misuse of the Albanian language. we will move from spoken language to written language. We will see how much the Albanian orthography is applied.
Even in this regard, the problems are major. Today we have court decisions that are written in a street language and do not respect the standard of Albanian. Today the use of the computer has removed from circulation the letter “ë” and the letter “ç”. The names of the institutions are misspelled. Let’s take some examples of misspellings of the Albanian language.
We visited several state institutions to see their names at the entrances of the buildings. Most of them are written without respecting the standard of spelling. The most common mistake is missing the letter “ë”. Note the names of the institutions or the words Republic of Albania. With this error were the boards of the Rectorate of the University of Tirana, the Republic Guard, the Supreme Court, the Faculty of Electrical Engineering and the Faculty of Information Technology, Tirana Chamber of Commerce and Industry. Even in many other health and cultural institutions the names are written without the letter “ë”. The surprise for us was the lack of the letter “ë” at the entrance of the Faculty of History and Philology.
So where the Albanian language is studied. This clearly shows that the Albanian institutions do not mind respecting the Albanian language. Now look in contrast to an Italian company operating in Tirana. EKOTIRANA is an Italian-Albanian company that manages the remains of the capital. In every cauldron the orthography of the Shipe language is very accurate. The letter “ë” is also placed where the letters are capitalized. It is strange that an Italian company respects the Albanian language even in the garbage cans, while the Albanians do not respect it even at the entrance of universities.
When it comes to official documents, the Albanian orthography leaves even more to be desired. Look at this decision of the Supreme Court! In its 13 pages, the letter “ë” is nowhere to be found. Meanwhile there are other words that are misspelled. For example, everything is written instead of everything. In this case it is not simply an aesthetic error. In this case it is played with justice. A single letter, a single term can condemn, or acquit a man.
“Damage and damage are not the same thing. There is Ali Cami, there is also Ali Çami “said Emil Lafe, linguist. The honored professor also tells us a personal story when he and his colleagues registered the linguistics association in court. “We opened the Albanian language association and registered it in court. When we made the decision it was full of mistakes. We did not admit that it was a shame for us. “We had a debate with the judge because he told us you were very capricious,” said Emil Lafe, a linguist.
Accurate language is the essential legal field. A fair but incorrectly written court decision could have serious consequences for the opposing parties.
“The citizen from Pogradec comes to the chair of linguistics and asks for the explanation of a word, with that he won the trial because the judges misinterpreted a link” said Rami Memushaj, linguist. “Language also has legal value because otherwise the words can be interpreted as we want. In other countries, the academic dictionary is considered an authority because it determines whether this word will deal with this meaning or with that meaning “said Xhevat Lloshi, linguist. In this internal regulation document approved by the administrative court of Gjirokastra, half of the head of the document is with the letter “ë” while half of the words are without this letter.
Another document comes from the Municipality of Fier. It is an April 2019 decision to divide the territory within the city. In all cases the word neighborhood is misspelled, as the letter “J” is missing. The biggest scandal is at the end of the document, where the words of the Mayor are written with the letter “Ë”. This letter does not exist in the Albanian alphabet. In addition the correct term is not the municipal council, but the municipal council.
Now we move on to another decision of the first instance court in Tirana. The decision is from 2016. In some paragraphs of this document the letter “ë” is used, in some others it is not used. The word judicial is sometimes written judicially and sometimes judicially. In fact, the correct variant is the one without the letter “ë”. Below we read the words “object of trial”. As you can see the word object is written in English and not in Albanian, as it is written with “c” and not with “k”.
A paragraph f below uses the words “in favor of the minor child”. In fact it should have been “in favor of the MINOR child”. In the same decision, the court of Tirana writes the word issue several times with c and not with “ç”. Also without the letter “ë”. It reads issues. Meanwhile the word çmon writes cmon. Below the word writes each other without a line in the middle. Then we read a meaningless sentence: “the plaintiff is very attached to the child.” In fact it had to be said that she is very E, regarding the child. The same paragraph lacks a connector. It says “he took the child by force”. It must have been he took the child by force. So here we have an example of how a court decision is written step by step. It is a shame for our administration.
