According to law no. 44 for mental health, the provision of health care for persons with mental health disorders should be done in a less restrictive environment, mainly at the community level.

The reduction of beds, an initiative of the Ministry has not been so effective. Simple observations show that people with mental health problems roam the streets unaccompanied and often in aggravated condition. Specialized Mental Health Services with Beds have a total capacity of 635 beds.
