According to law no. 44 for mental health, the provision of health care for persons with mental health disorders should be done in a less restrictive environment, mainly at the community level.
This is to avoid as much as possible displacement from the family environment and to facilitate social integration and rehabilitation. However there are many people who in the absence of out-of-hospital service are left by family members in these hospitals for a long time often until they die. This causes hospitals to fill up and not be able to accommodate other individuals.
The reduction of beds, an initiative of the Ministry has not been so effective. Simple observations show that people with mental health problems roam the streets unaccompanied and often in aggravated condition. Specialized Mental Health Services with Beds have a total capacity of 635 beds.
