The new round of Ukraine-Russia negotiations is scheduled to take place from March 28 to 30, amid heightened efforts to reach an agreement that would end the war.
Ukraine has described the talks with the Russians so far as quite difficult, and does not expect any major progress this time as well. Volodymir Zelensky said he and his executive are ready to discuss Ukraine’s neutrality, but meanwhile insist on its territorial integrity and claim effective security guarantees. He spoke in favor of holding a referendum on amending the Constitution regarding neutrality.
Zelensky: We are ready to discuss security guarantees and neutrality and the non-nuclear status of our country. This is the most important point. A popular referendum would allow constitutional changes to neutralize Ukraine to be made within a few months, and this is a faster way than parliamentary procedure.
According to Zelensky, the Ukrainian side may discuss the use of the Russian language in Ukraine in talks with Russia, but refuses to discuss other Russian demands, such as the demilitarization of the country or denationalization, which it considers a completely meaningless issue.
