The Sector for Investigation of Crimes in DVP Dibër, in cooperation with the Police Commissariat Mat, have referred the procedural materials to the Prosecution at the Court of First Instance Mat, for the criminal offenses “Cultivation of narcotic plants”, “Production and sale of narcotics” committed in cooperation, “Illegal possession and production of weapons, explosives and ammunition”,
In view of this proceeding followed by special investigative methods, in close cooperation with the Mat Prosecution, it has been managed to prove with evidence and facts the cooperation of these citizens, who functioned in the form of a well-organized group, in carrying out criminal cultivation activity of narcotic plants in 5 episodes, during the period 2019 – 2021, where these citizens in the mountainous area of Lam i Madh, Administrative Unit Derjan, Mat, have cultivated at different times and places a quantity of narcotic plants.
Specifically, the following cases have been identified and destroyed by the police:
On 27.09.2019, a total of 89 plants were found.
On 01.10.2019, a total of 95 plants were found.
On 04.09.2020, a total of 99 plants were found.
On 15.09.2020, a total of 61 plants were found.
On 17.09.2020, a total of 188 plants were ascertained, as well as 3633 plants in the drying process were ascertained.
From the investigations carried out it has resulted that the organizer of this activity is the citizen Gëzim Koleci, who has also held the position of the mayor of Lam i Madh village where through the above mentioned persons, with whom he has family and tribal ties, he organized the work for cultivating the subjects. narcotics, its processing and then finding the market for sale, which he provided through his sons, citizens Wilson and Gestian Koleci, also identified as its transporters, for whom the Kruja Judicial District Court has previously imposed the measure of security “House arrest”, for the criminal offense “Production and sale of narcotics”, because in function of this proceeding on 22.03.2021 in the road axis Fushë Krujë – Laç, the amount of 6.8 kg of marijuana was seized.

Also, 13 mobile phones used by the above-mentioned citizens were seized.
Under the direction of the Prosecution from the investigative structures of DVP Dibër of the Police Commissariat Mat, work continues for the full legal documentation of this criminal activity as well as for the identification and arrest of other implicated persons.
