Although it is a legal obligation to have beach watchers employed by private entities at the observation points, this is not always enforced.
“We currently have 1,200 licensed lifeguards, there are 2,900 beach stations throughout Albania that should be fully covered by lifeguards, but less than half are covered. One of the main problems why the checkpoints do not have lifeguards is because the state authorities are in violation of the law. It is the national agency of the coast that gives permission to open beaches without lifeguards and it is its responsibility”says Robert Necaj- vice-president of the “Albanian Federation of beach watchers and water rescuers”.
According to the regulation of the activity of the beach stations approved by the decision of the council of ministers, the contract must be terminated immediately when the lack of service from the coast guard is observed.

When there are other employees of the checkpoint, there are two violations, the first is that there are no observers, and the second is someone who is incompetent for this process because he is not trained to save lives.
On the other hand, vacationers worry that public coastal spaces are not only occupied by private entities, but they face rising prices and conditions on beaches that do not change.
“We feel insecure, we are careful ourselves.”
“There should be lifeguards because there are many people, they should feel calm that nothing will happen. Even though the sea here is shallow, the observers must be present.” say the tourists.
