Of the 18 ministers present, 13 voted in favor of the draft, according to local media. Despite the opposition of ministers Ranko Krivokapić and Raško Konjević, the head of the Montenegrin executive, Dritan Abazovic, declared after more than 4 hours of discussions that he had support for the text, although, as he said, he would like the solution of this issue to be left to autumn and to reach a consensus on the points related to the judiciary.

Approval without consultation causes the government to lose the parliamentary majority that has supported it until now, said the SDP politician. The version of the text, which the Prime Minister of Montenegro, Dritan Abazovic, and the patriarch of the Serbian Orthodox Church, Porfirije, say has been harmonized, but it is contested by a part of the public.
Among the opponents of signing the current text of the Agreement are the Democratic Party of Socialists of President Milo Gjukanovic, which has no ministers in the Government, but gives it parliamentary support, the SDP, a part of the opposition, the Montenegrin national associations, and a part of the non-governmental sector… They consider that the proposed Basic Agreement places the Serbian church above the Montenegrin state and translates the Montenegrin cultural and religious heritage into the Serbian one.
