10 people have been arrested while two others have been declared wanted within the coded operation ‘Tufina’. The investigations directed by the prosecutor Bledar Valikaj, revealed the corrupt scheme for the graves in the Tufina cemetery.
The Corruption Investigation Section, the Sector for Economic and Financial Crime at the Tirana Local Police Directorate in cooperation with the Prosecutor’s Office at the Tirana Court of First Instance, after a month of intensive work with the use of special investigation methods in accordance with Criminal Procedure No. 4811 /2022, on 06.07.2022 successfully finalized the Police Operation “Tufina”, arresting the following citizens:
1-Eljodor Ndini, suspected of the criminal offenses “Passive corruption of employees exercising public functions”, “Exercising illegal influence on persons exercising public functions”, “Abuse of duty”, provided by articles 259, 245/1 and 248 of the Criminal Code
2- Xhemal Mena, suspected of the criminal offense “Abuse of duty”, provided by article 248 of the Criminal Code;
3- Latif Shehu, suspected of the criminal offense “Abuse of duty” provided by article 248 of the Penal Code;
4-Gazment Daja suspected of “Passive corruption of persons exercising public functions” provided by article 259 of the Criminal Code;
5-Bujar Lica, suspected of the criminal offense “Exercise of illegal influence on persons exercising public functions” provided by article 245/1 of the Criminal Code;
6- Alban Ajazi, with a previous conviction, Exercising illegal influence on persons exercising public functions and “Passive corruption of employees exercising public functions”, provided by article 245/1 and 259 of the Criminal Code;
7- Endrin Milla, judicially convicted Exercising illegal influence on persons exercising public functions, Active corruption of employees exercising public functions” provided by articles 245/1, 244 of the Criminal Code.
8-Fatjon Gjonaj, Criminal offense “Illegal construction, provided by article 199 of the Criminal Code
9-Roza Ndoj, “Abuse of duty”, provided by article 248 of the Criminal Code;
10-Juljan Çuka, “Abuse of duty”, provided by article 248 of the Penal Code;
The following citizens are declared wanted:
11-Shaqir Xhemal Nika. “Exercise of illegal influence on persons exercising public functions” provided by article 245/1 of the Criminal Code;
12-Fabjan Prend Gjonaj, “Illegal Construction, provided by article 199 of the Penal Code.
From the investigations carried out, directed by the Prosecutor Bledar Valikaj, as part of the criminal proceedings, it has been proven in several cases that these citizens, in cooperation with each other, in exchange for monetary rewards ranging from 30,000 to 50,000 new lek, did possible the pronotation of graves for different citizens.
These citizens exerted illegal influence on various state officials by enabling the issuance of construction and reconstruction permits from the earthquake at the Tirana Municipality against the payment of 200,000 new lek, the issuance of ownership certificates at the ASHK, the benefit of Covid 19 vaccination certificates as if the beneficiary persons were vaccinated against payment in the amount of 30,000 new lek, they enabled the issuance of a soft loan at the municipality of Tirana.
The procedural materials were handed over to the Prosecutor’s Office at the Court of First Instance in Tirana, in charge of citizens Eljodor Ndini, Xhemal Mena, Latif Shehu, Gazment Daja, Bujar Lica, Alban Ajazi, Endrin Milla, Fatjon Gjonaj and Julan Cukaj and Roza Ndoj, and were announced We are looking for Shaqir Nika and Fabjan Gjonaj for the criminal offenses “Passive corruption of persons exercising public functions”, “Exercising illegal influence over persons exercising public functions”, “Illegal construction”, Active corruption towards persons exercising public functions and “Misuse of duty”, carried out in cooperation, provided by articles 259, 245/1, 244, 199 and 248 of the Penal Code.
