Today, on 21.07.2022, the Supreme Judicial Council and the Ministry of Justice crowned the almost 3-year work of the Inter-institutional Working Group for the Reorganization of the territorial powers of the courts.
The Council of Ministers approved the joint proposal for the new Judicial Map, which aims to reorganize the judicial districts and territorial powers of the courts in accordance with the best international standards of judicial efficiency. The new judicial map is based on the methodology proposed by the European Commission for Efficiency in Justice (CEPEJ) and was drawn up with the technical assistance of experts from the Council of Europe, USAID and the Bureau for International Narcotics and Law Enforcement Affairs of the US Embassy in Albania and the Delegation of the EU.
The High Judicial Council welcomes this decision-making, which is an indicator of mutual cooperation between the powers, with the aim of guaranteeing a functional democracy in Albania and strengthening the rule of law.
Today’s decision paves the way for a process which aims to increase the efficiency and effectiveness of the courts and provide justice equally and without delays to all citizens. The adoption of the new judicial map fulfills not only a legal obligation, it is guaranteeing the appropriate intervention to increase access to justice and ensure quick access to judicial services for the public. Citizens who live in the cities where the courts are reorganized will continue to receive services as before from the Offices of Judicial Services.
Also, through the implementation of the New Judicial Map, a balanced distribution of the load between courts and judges, improvement of services to citizens and specialization and profiling of judges is aimed.
The High Judicial Council remains committed to continue cooperation with the Ministry of Justice and other actors to ensure a well-thought-out implementation plan that will enable the full and successful implementation of the New Judicial Map and guarantee functional courts and services effective for citizens.
