For a long time, the Tirana Police has had a problem in treating detained and arrested persons due to the poor conditions of the security rooms in the police stations but also the overcrowding.
For these reasons, incidents such as that of police station no. 5 in Kamza but also recently at the Kavaja police station.
This problem is expected to end. All security rooms in 6 police stations in Tirana and in the directorate will be closed and all detainees and arrested will be brought to a new building located on “Mine Peza” street, in Tirana. This 6-storey building has the capacity to store 66 people in security conditions.
On the -1 floor of this building, the first filter of the detainee will be made, where the documentary side will be completed and all items that may violate his security will be removed. The detainee will then be escorted by an elevator accompanied by two police officers to the upper floors where the security rooms are located.
After leaving the elevator, the handcuffed detainee will cross a corridor monitored by cameras for 24 hours. The cameras are connected to a monitoring room. Each corridor junction is secured with iron and locked doors. Until arrival at the cell, the detainee will remain handcuffed. In these facilities the detainee can stay up to 96 hours where he will eat and sleep at set times. For special needs he can use an acoustic signal placed in the cell.
Detainees will be monitored by police officers not only from inside but also outside corridors where the police officer can see through the window all movements.
On each floor of this institution it is foreseen to have a doctor’s room for the detainees to receive medical service if necessary.
This institution is expected to serve over 80 police officers who will spend 1/3 of their day behind bars, but for this difficulty of work for them no special financial treatment is provided.
