Kosovo and Serbia did not even manage to sign an agreement on Friday that resolves the issue of car traffic in the two respective countries.
EU mediator Miroslav Lajcak only announced that work was under way on an energy agreement.
“The meeting with the chief negotiators in Brussels has just ended. The results are mixed. Unfortunately there is no license plate agreement, but there is progress on the energy issue. The work will continue“, Lajçak wrote after the meeting
