Today, Albania has a number of structures in place that can effectively guarantee implementation.
We have not thought about the amnesty today, we have thought about it since the first day in the government, but we have not proposed it because it was an idea whose time had not come.
We made the first proposal after a big disaster hit us, like an earthquake. Governments when they commit to amnesty commit to the function of absorbing money and extracting money from black to white. And to come to Albania and tell them that Amnesty is unacceptable is a lack of respect for Albania.
And I tell you partners, mutual respect is the A of my work in the function of running the Republic. Any idea can be rejected with respect, but to treat Albania as a country with a tail, while amnesty has become the property of all the countries that teach us, this is not right.
We have done almost three years of work. We postponed this process because our system, the entire legal framework against money laundering was not yet established, today we have it. The new structures of justice were not established today. The process of fiscalization was not established, today it is. And for Chambers of Commerce with flags of partner countries to make a statement about this initiative is a lack of respect for the sovereignty, dignity and right of Albania to have its right.

But we are making a law that is contained in the constitution. We are making a law that, compared to the fiscal and criminal amnesties in the EU, is much tighter. There are 34 types of excluded categories, subjects of OFL, investigated and suspected have no possibility of amnesty. What are we talking about here? We are dealing with people who want to tell Albania that this can’t be done, you are the one with the tail, there is nothing else. Bujrum, tell us this way or that way, but no, this is not done. And there are people who have not read the law. The amnesty ends the moment you deposit the money, after that if you find yourself in any of the subjects in the law, that money is seized the moment the person is connected to one of those subjects. We will make this law, to be clear, and we want to make it as good as possible. Therefore, the law has also undergone changes. We set a ceiling of 2 million euros per family. We have decided that for 5 years you will bring the money to Albania, you will invest it in Albania. We consulted the people about this, in the national consultation, 66% of those who participated asked that the Albanian immigrants, but also those who are here, said Yes, this should be done. This comes as a result of Albania being taken lightly. The partners are not to blame, when we make reports for international organizations we tarnish the country’s image with these reports, they are not to blame.
