The four parliamentary groups of the Socialist majority and three of the opposition failed to nominate a candidate for president. The first round of voting in the Albanian parliament, although it took place without candidates, is considered exhausted and paves the way for the other four rounds.

The constitution provides for the moment when the parties do not reach a consensus on the election of the president. If in the first three rounds where over 84 votes are required, there is no consensus name, the fourth and fifth rounds of voting provide for the election of the president by a simple majority, 71 votes which the Socialists have.
