The cooperation agreement between the General Directorate of State Police and the Albanian Helsinki Committee is signed.
Considering as a priority for the State Police, the respect and guarantee of fundamental human rights and freedoms, the great importance for our country of fulfilling and implementing the obligations / recommendations of the Analytical Report of the European Commission for Albania, within the agreement of Stabilization – Association with the European Union, the General Director of the Police of the Leading State Major Gledis Nano and the executive director of AHC, Erinda Skëndaj, have signed a cooperation agreement.
This agreement consists of:
Establishing cooperative relations between civil society organizations that protect fundamental freedoms and human rights and structures of the State Police, in order to increase the transparency of the work of the State Police, in treating and respecting the rights of escorted persons , arrested / detained and their treatment in the premises of local police directorates and commissariats, as well as those of the border and migration;
Giving full access to civil society organizations, to monitor, inspect and visit the premises where this category of persons is held and treated, to contact and communicate with escorted persons, detained / arrested, to verify through access to relevant documentation ( local police directorate, local directorate for border and migration, police / border and migration commissariats, police / border and migration stations / posts), as well as the treatment and observance of their rights by police and civilian personnel at these police units ;
Creating conditions and facilities for representatives of civil society organizations to fulfill their mission;
Expanding cooperation including AHC, in initiatives and activities aimed at increasing the professional capacity of police officers, in terms of recognizing and respecting human rights and freedoms, as well as in the process of legislative and institutional reform that regulates the activity of the State Police.
The signing of this cooperation agreement between the State Police and the AHC will increase the responsibility and intensify the measures of the State Police, to perform the tasks and fulfill the mission only on the basis and implementation of the law and respecting the rights and fundamental human freedoms.
