Fiks Fare denounced with voice and image the actions of an employee of the Albanian Consulate in Thessaloniki, who beats and insults the citizens.
“I will break your ribs. Come here mo tub. Why did you get in here, get out ”are some of the words used by Mr. Renald Ndoni, Albania’s Contact Officer at the Consulate, to a citizen. Mrs. Elona Hysa, who is also a lawyer in Thessaloniki, Greece, complained to the editorial staff of the investigative show. She says she was raped inside the Consulate premises while being dragged to get out. For all the accusations, she also has audio and video recordings, which show exactly the actions of Mr. Ndoni, who at one point pushes the denouncing brother of the complainant from the stairs. Elona and her brother have denounced the case for administrative and criminal investigations, but for 1 year no action has been taken by the Albanian justice.
The “strongmen” of the Consulate in Thessaloniki
Elona Hysa, an Albanian lawyer in Thessaloniki, complained to the editorial staff of the investigative show Fiks Fare. She claims that her office is about 100 meters close to the Albanian Consulate in Thessaloniki. In addition to advocacy, it also offers translation services, notarization, passport applications. The consulate is located in a shopping center, while the lawyer appointed her brother, Elson Hysa, at the entrance of the building to advertise the office. He claims that from work his clientele grew. She claims that the first concerns that started at the end of 2019 until today from the “strongmen” of the Consulate in Thessaloniki have started in the address of her office. She claims that they tried in every way to get rid of her brother who was standing on the 0th floor of the shopping center. According to her, on February 14, 2020, Consul Arqile Sote, together with another person accused her brother of issuing fake passports and threatened to close his office. She says she went to the Consul’s office, but he kicked her out. He further alleges that on 24 February 2020, the consular officer of the liaison office, Mr Ronald Ndoni, approached his brother and asked him to leave immediately. “She pushed him by the arms and when her brother refused to leave he threatened her saying ‘come on my pelvis I will break your ribs’. ‘You’re still here, I’ll jump down the stairs and break my ribs.’ That’s what he did, “says Hysa. She made available to the editorial staff of the show “Fiks Fare” a video, where Mr. Ndoni was seen insulting and pushing the citizen down the stairs.
“Get out of here”, how the citizen was raped at the Consulate
After the violence against her brother, the complainant first went to the Greek police and then to the Albanian Consulate to clarify with Mr. Renald Ndoni. She normally enters the offices and asks this person to go out the door and clarify, as the Greek police were not allowed. He claims that he informed the employees that he would enter and went to Mr. Ndoni’s office. He says that as soon as he saw her, he started shouting at them. “As soon as he saw me, he started shouting at me and saying ‘who let you in, get out’ and his tone was loud and his voice was wild. He at this moment got up from where he was, came to the door and grabbed me by the arms, at the same time hit me on the left side with fists. He then slammed me against the walls of the Consulate corridor and kicked me trying to get me out. “I was in a state of shock and without help, I shouted and screamed for help from the Greek police who were outside the door of the Consulate,” she said. In the recording of the conversation, exactly what Elona denounced happens, as she initially greets Mr. Ndoni. The latter, demands a loud account of who allowed him to enter. He then yells at her and threatens her. Elona yells and asks for help, first to the Consulate staff and then to the Greek police. But, the latter did not intervene, as the event was within the “Albanian territory”. Elona claims that after this event she lost consciousness. He went to the hospital by ambulance and stayed there for 10-11 hours. There are also medical reports and photos, where on one of the pages a black mark appears.
Investigations in two states, no “responsible”
Series events inside and outside the Albanian Consulate in Thessaloniki have been investigated in Greece and Albania. But, 1 year after the event, we still have no information on who is responsible. The complainant says that she has notified all the officials, from the Prime Minister, the Minister of Interior, the Minister of Foreign Affairs as well as the director of the State Police. He also filed a criminal report at the end of February 2020, but so far has not received any information. He claims that he was only interrogated two days after the event in Thessaloniki, where two OPGJ went, and was not informed about the continuation of the investigation. Meanwhile, from the administrative point of view, not only was no administrative measure taken against Mr. Ndoni, but his appointment was also extended. So it was renamed.
Fiks Fare tried to get information from the Albanian Consulate in Thessaloniki, and even from Mr. Renald Ndoni. The consulate refused to give an explanation, and we contacted Mr. Ndoni. The latter also refused to give an interview or explanation about the event, without first obtaining permission from the Ministry of Interior and the State Police.
The investigative show has learned that the Consulate and Mr. Ndoni have filed a report against the lawyer Elona Hysa with accusations of rape of the institution and beating due to duty. According to a document, Mr. Ndoni was examined by a forensic expert, who wrote that “the person has some tears”. Investigations have been conducted by the Prosecution of Korça and Elbasan.
