With 11 votes in favor, one against and three abstentions, the resolution submitted to the 15-member UN Security Council by Albania and the United States was overturned.

The three countries that abstained were China, India and the United Arab Emirates. The document, signed by Albania’s Ambassador to the UN, Ferit Hoxha, and his American counterpart, Linda Thomas-Greenfield, had as its main purpose the condemnation of the attack, its deterrence, but also contained a point for humanitarian aid to Kiev.
The UN Security Council voted on Friday on a draft resolution calling for the withdrawal of Russian troops, although the measure was not approved due to Moscow’s veto. The initiative was based on Article 7 of the UN Charter, which provides for “action by air, naval or land forces” to maintain international peace and security.
A vote on a similar document is expected to follow at the UN General Assembly, where resolutions are non-binding and 193 members have no veto power. the aggression of the Russian Federation against Ukraine in violation of Article 2, paragraph 4 of the Charter of the United Nations “, according to which none of the member states should attack other countries.
