Russia has sent more troops to the border with Ukraine despite calls by US President Joe Biden to reduce tensions.
U.S. intelligence sources told CNN that other Russian military units have moved into the border area these days, while U.S. and Ukrainian officials say they have evidence that Moscow has begun diverting air and rail systems in support of military efforts; a similar activity was seen last spring when Russian forces approached dangerously at the border but later withdrew. For months, NATO and the EU have been criticizing the march of Russian troops on the border with Ukraine.
Moscow is seeking an end to NATO expansion to the east and is stepping up pressure by seeking security guarantees. At the height of tensions with Ukraine, Russia presented its demands: it published drafts of two agreements aimed at halting the alliance’s eastward expansion and establishing US military defense bases in the countries of the former Soviet Union.
The background has to do with the West fearing that Russian forces could intervene in Ukraine. Practically, it requires legally binding guarantees that NATO will give up any military activity in Eastern Europe and Ukraine, part of a list of security demands it wants to negotiate with the West.
A senior administration official said the United States was prepared to discuss the proposals, but added: “There are some things in them that the Russians know are unacceptable.”
