The deputies gathered today in the next plenary session in the Albanian Parliament.
The extension of the deadlines of the Vetting bodies has become a topic for debate at the beginning of the session, between the head of the PD group Alibeaj and the head of the SP group, Balla.
Enkelejd Alibeaj said that the whole process developed so far has been done unilaterally by the majority, while adding that interventions in the Constitution should be as few as possible and harmonized between the parties.
While Taulant Balla, while saying that the politicization of this issue should end, demanded that the extension of the deadlines of the Vetting bodies be included in the agenda in the February 10 session. This request was approved by the Assembly!
Alibeaj: We have made it clear with our position regarding the procedures that this parliament should take regarding the constitutional initiatives, which were presented by you and us. According to the regulation of the parliaments for interference in the biggest legal act which is the constitution they had to follow the same path. In a process which should have been comprehensive for any initiative to intervene in the constitution. We have requested this with a bang and we have seen the refusal of the majority to jointly review these initiatives, for this reason the process so far is one-sided, even the moment of completion of the activity and their inclusion in the draft calendar. The Constitution is the act that should be intervened as little as possible or be the same intervention so as not to change this act. Procedures to be harmonized in the process.
forefront: We have discussed at the conference of mayors the calendar and the constitutional changes are such that the deadlines are set very rigorously by the constitution and the regulation. None of us can avoid the obligation imposed by the regulation that the past changes in the meeting of the council of legislation have a deadline of 14 days-21 days. This space between February 10 and February 17 is the only space left by the regulation. No later than the 17th, the regulation left no room for negotiation. We are obliged to enter it on the 10th, the 17th has its own question marks. I would invite PD colleagues to understand the importance of concluding this process. It is not a process that should be politicized and should be part of other political agendas. It is a successful process of cleaning up the justice system of persons unable to do justice. Our awareness of the benefits of vetting as one of the main pillars of reform must cross the political agenda of each of us. SP no moment as considered as its own proposals, but income from foreign experts who have advised the process from day one. Or we will respect the regulation and the constitution as it is, I do not consider the regulation of the Assembly as a slingshot! The session to vote on the inclusion in the agenda on February 10 of the report and the changes that make possible the extension of the vetting process.
