MEDIA STATEMENT
We would like to inform the public, our consumers and clients about the legal changes that have entered into force on 01.06.2022 regarding the production, import and placing on the market of plastic bags in the Republic of Albania.
Despite our remarks on various annexes to the draft, now that the law has entered into force, we are on its side and will encourage implementation by all, entities and citizens.
We, as manufacturers of plastic packaging, are aware that the correct and efficient implementation of these legal changes will contribute positively to maintaining and guaranteeing a sustainable development of economic activity in relation to the environment.
Referring to the legal changes made to the law No. 10463 dated 22.09.2011 with the law No. 28 dated 17.03.2022 and DCM No. 367 dated 30.5.2022 issued in implementation of these changes for the prohibition of “DISPOSABLE PLASTIC BAGS” in our country we inform you that:
From 01.06.2022 in our country will be prohibited to import, produce and market “DISPOSABLE PLASTIC BAGS”.
The following will be allowed to be produced, imported and thrown on the market of the Republic of Albania “MISSING PLASTIC BAGS”, which must meet the following criteria and standards, technical and environmental:
1-The full length of the bag allowed should be not less than 50 cm.
2-The minimum allowable width of the bag should be not less than 24 cm.
(Excluding bag side folds)
3-The thickness of the plastic bag will need to be not less than 70 Micron per side.
4- “VERY USED PLASTIC BAGS” should not have additive composition
oxo-degradant or oxo-biodegrader.
5- “USEFUL PLASTIC BAGS” will have to have stamped the “seal” of traceability of the manufacturer or importer in our country.
In all cases when from economic operators in our country will be imported, produced and marketed plastic bags that do not meet all the above criteria and standards will be applied fines and penalties as follows:
-Natural / legal person who imports, produces, puts on the market “DISPOSABLE PLASTIC BAGS” is fined in the amount of 500,000 ALL and the entire amount of prohibited plastic bags in his possession is seized.
In case of recurrence, the fine is set at 1,500,000 ALL and with the seizure of the entire amount of prohibited plastic bags.
-In cases of repetition even after a fine in the amount of 1,500,000 ALL and with complete sequestration of prohibited plastic bags, the economic operator is punished by revoking the production license / license and sequestration of all prohibited plastic bags it possesses.
The Association of Plastic Converters is ready to contribute by informing the public or even economic operators who are interested in more information and technical details related to this process.
We will continuously promote the implementation of the law and will contribute to the denunciation, if we find cases when prohibited bags can enter the market, which enter illegally.
