The Minister of Justice, Ulsi Manja said this Thursday in the Assembly that the agreement for the transfer of Albanian prisoners from Great Britain and Northern Ireland facilitates the cooperation with the judicial authorities with the United Kingdom.
He added that the agreement guarantees that convicted Albanians in the United Kingdom will serve their sentences in Albania, where they can be reintegrated socially and will be closer to their relatives.
“This agreement facilitates co-operation with judicial authorities with the United Kingdom. Ratification of the agreement is an indication of the confidence that foreign judicial authorities give to Albanian judicial authorities, taking into account progress in justice reform.
The agreement improves the conditions and rules for convicted persons from both states, in order to facilitate and social reintegrate the nationals of one of the contractors serving their sentences in the other state. We guarantee that Albanian citizens who have been convicted in the United Kingdom, have an opportunity that if it serves social reintegration, to come and serve their sentence in Albania, where they can be closer to their relatives.
The agreement we had was impossible to implement. The agreement regulates the procedural aspects that have been an obstacle. Provisions related to the obligation and translation of the necessary acts and documentation that the receiving citizen must provide to the transferring state, and the necessary information it requires, have been improved. “The provisions that provide for the continuation of the sentence have been improved”, said Manja.
Referring to this agreement that is expected to be approved today in the Assembly, Albanians convicted in England for various criminal offenses can be transferred to serve the remainder of their sentence in Albania with simpler and faster procedures. Not only that, but Albanians in English prisons can also benefit from reduced sentences if transferred to Albania, in cases where the Albanian Criminal Code provides for a lower sentence than English criminal law for the same specific criminal offense.
This is what the new agreement between Albania and the United Kingdom of Great Britain and Northern Ireland provides for the transfer of convicted persons.
The agreement has started to be reviewed by the parliamentary committees, to be approved today with some changes in the plenary session.
Currently, a 2013 agreement is being implemented between Albania and England for the mutual transfer of convicts.
The parties have decided to change this agreement, due to the difficulties for its implementation and the change of the justice system in Albania.
There are about 1,500 convicted Albanians in England. Meanwhile, there are no more than 100 vacancies in Albanian prisons.
