Thoma Gëllçi, General Director of Public Television during the years 2016-2021 was found guilty by the Special Court on the charge of abuse of office during the procurement procedure for the purchase of equipment for the RTSH AGRO channel, worth ALL 87 million.
He was sentenced to two years in prison, which due to the shortened trial is reduced to one year and four months in prison. The court stated that Gëllçi should serve this sentence in an ordinary security prison and that he is banned from engaging in public functions for five years. Lawyer Dorjan Matlia reiterated his client’s innocence by insisting that the higher courts will find out what is behind the case.
In addition to Gëllc, three members of the bid evaluation commission who received one year in prison were also sentenced. Ervin Murrja, Alban Malaveçi and Julian Tapia are accused of violating equality in tenders in favor of the company selected as the winner.
According to the SPAK investigation, the documents show that after signing the contract for the purchase of equipment, they were transferred to the audiovisual warehouses in Kukës, Gjirokastër, Shkodër. The contract was to be implemented by February 6 and according to SPAK on February 15, 2019 the former general director of ART, Thoma Gëllçi, signed the additional contract, extending the deadline until February 22, 2019.
