The President of Kosovo, Vjosa Osmani, said on Monday that Kosovo institutions have not accepted proposals for expanded autonomy in the northern part of Kosovo or an Association with executive powers.
She made these statements from Podujeva, as she confirmed the meeting with the United States Special Envoy for the Western Balkans, Gabriel Escobar, and the European Union Special Envoy for Kosovo-Serbia Dialogue, Miroslav Lajcak.
The two begin a five-day visit to Kosovo and Serbia on January 31st.
The visit of the diplomats comes after Kosovo and Serbia, since July 2021, have not held any round of high-level talks, within the dialogue mediated by the European Union.
The issue of the Association of Serb-majority municipalities is expected to be one of the topics to be discussed during their visit.
The Association is part of an agreement reached in 2013, in the framework of the dialogue for the normalization of relations between Kosovo and Serbia.
Regarding the Association, the US Ambassador to Kosovo, Jeffrey Hovenier, recently said that there are models that the US thinks can work and that the Government of Kosovo has been asked to review them.
“The proposals that are being talked about for allegedly extended autonomy or some kind of Association with executive powers, have never been presented to the institutions of the Republic of Kosovo. What has been a big problem is that it was the representatives of the Republic of Kosovo who signed harmful agreements, which gave the Association executive powers. We must say a reality that is because it is black on white, it is a letter signed by the former Prime Minister of Kosovo and the responsibility must be taken as such “, said Osmani.
She said that Kosovo institutions are determined not to allow the implementation of models that would make this state dysfunctional.
The Prime Minister of Kosovo, Albin Kurti has also confirmed the meeting with the two officials, but has not stated about the reports for the Association.
“I believe that after the meeting it is fairer and better to give our comments,” he said.
The EU has repeatedly called for the Association to be established, saying “it is Kosovo’s obligation under the Brussels Agreement”, but the current Kurti-led government in Kosovo says there can be no association based on ethnicity.
