Kristaq Kume, who two years ago was part of the roundtable on electoral reform in the Political Council, thinks that this practice would improve the representation of citizens in local government.
“What we want to do is for representative democracy to function as functionally as possible in local government elections, and one of the ways that this is possible is to open the lists for municipal councils, which means giving citizens the right to elected by their vote who they want to represent in the municipal council“, Says Kristaq Kume.
For the first time in the April 25 elections, Albanians alongside the party also voted for the preferred candidate, but the opening of the lists was partly because party leaders wanted to retain the exclusive right to compile the lists. But he fears the initiators of this initiative, rejection by lawmakers?
“I find no reason or argument not to use such a thing unless it will be continued not by the members of Parliament, but by their leaders from the party leaderships to stand very firmly in the positions they hold as such, to be those alpha and omega for whom it is necessary and who should represent the citizens in the elected bodies ”says Kume.
He materialized the desire in the initiative, where the CEC gave the green light to start collecting signatures. Civil society organizations now have three months to collect a minimum of 20,000 signatures to submit to the Assembly as a legal amendment.
