The labor market is more dynamic for people with higher education, who also have higher wage returns compared to people employed without this level of education.
From the data collected from the Labor Force Survey, INSTAT noted that, 66.6% of persons over 15 years of age with higher education were employed by 2020. In contrast in the population with primary education was employed only 43.3 percent of the population over 15 years old, while in secondary education 54%.
More detailed data show that over 81 percent of employees with higher education receive a salary. While persons with 8/9 years of education who are counted as employed only 26.2 percent of them are officially declared paid, in secondary education only 47 percent of employees are declared paid.

The services sector and the agricultural sector have the highest percentage of employees with 43.4% and 36.1% of the total employees, respectively.
Most of the employees who declare themselves unpaid are in the agricultural sector and in self-employment. Employment in these activities is ineffective. For example in Kukës over 70 percent of employees have declared that they work in agriculture, on the other hand Kukës region has the most underdeveloped agriculture in the country.
The labor market suffers from structural problems. While economic activity is revered in the center of the country, high unemployment rates are in the counties.
