US Ambassador Yuri Kim reacted to the report that 15% of the Durrës Cadastre files are accurate.
She emphasizes that America expects concrete steps for those responsible for violations, increasing transparency and closing opportunities for corruption.
According to Kim, these steps will attract more investment, including from the US, clarifying the possibilities that Albania is ready to join the EU.
The 600-page report reflects the abuses of 32 years, while the most problematic areas are the coastal ones such as Plazh, Spitallë, Lalëz, Draç and Rodon.
According to Lames, this happened because there was no regulation and responsibility as to who administered the records and when the archive was passed from one employee to another, this was done without inventory and without any control. Now the Durrës cadastre archive will be subject to digitalization and will be equipped with a camera and alarm system.
“We welcome the sincere report of the Cadastre Agency regarding the shortcomings and possible crimes in Durrës. We expect concrete steps to hold those responsible accountable, to increase transparency and to close opportunities for corruption, When it comes to property registration in Durrës and elsewhere in Albania. Such steps will attract more investment, including from the US. “They will also make it clear that Albania is ready to join the EU.”writes Kim on Twitter.
The General Director of the Cadastre, Artan Lame the day before said that only 15% of the files of the Durrës Cadastre are without problems.
According to him, the rest of the registers are missing pages, torn and even show that for a property are followed two different ways of legalization or return to the owner leading to major abuses.
“The situation presented by the Report exceeds any imagination. Suffice it to say just a few figures: Out of 1063 registers, only 152 result without damage.
The others (908 registers) are damaged by tearing, removing sheets, changing pages, etc.
– 730 pages are completely missing (torn and not replaced at all);
– 243 pages replaced (ie removed the real page and replaced with another);
– 569 duplicate pages (ie the same property exists 2 times. They did this to work with two lines for the same property);
– 25 torn pages (so the page is torn, but the sewing part remains);
-1548 blank pages (pages that were left blank from time to time, in order to be used with previous dates. “This is because the registers are torn and you can remove and add without reckoning. The most damaged registers, of course, are those related to assets along the coastal area: Beach, Hospital, Lalëz, Draç, Rodon, etc.” said Lame.
In January 2022 the Ministry of Justice decided to dissolve the State Cadastre Agency in Durrës due to abuses that had been committed in almost all administrations.
