The French proposal passes Thursday for approval in the Macedonian parliament, where the president of the European Commission, Ursul von der Leyen, will address the lawmakers with a speech.
The hope is that the proposal will receive the official Skopje’s green light as soon as possible to finally resolve the impasse created with Bulgaria, which is holding hostage the opening of membership negotiations with North Macedonia and Albania.
At the request of the deputies, the Macedonian government submitted to the Assembly all the documentation related to France’s proposal for the framework of membership talks with the EU. It published the three documents from the negotiation framework, but not the bilateral protocol between North Macedonia and Bulgaria, which is being demanded by the opposition.
The latter’s protests, with the motto “Ultimatum-No, Thank You”, returned to Skopje with a march from the government building to the parliament building. The protocol will be signed in Sofia as soon as the proposal is approved in the parliament. If it is accepted, then at the beginning of next week, the first intergovernmental conference between Macedonia and the EU can be held, and immediately after that, the EU will start negotiations with Albania.
The opening of the chapters, meanwhile, will begin only after North Macedonia amends the Constitution to include Bulgarians in the preamble, as envisaged in Elise’s proposal. The issue is that in order to secure a two-thirds majority for the amendment of the Constitution, the support of some VMRO-DPMNE deputies is also needed, but the leader of this opposition party, Hristijan Mickoski, said that he will not support the amendment of the Constitution.
