The head of the Central Election Commission, Ilirjan Celibashi, invited to the show ‘Zona Zero’ on Top News, shared details about the preparations for the local by-elections that are expected to take place on March 6.
Given the current situation that has involved political parties, Celibashi has said that everyone is a witness to reality, but hopes that the election result will be accepted by political parties.
“The parties must respect the electoral code and all the norms of a fair electoral race. They are obliged to adhere to the legislation. I do not know, we and as on April 25 made every effort and hope the result is accepted. We are witnesses of the reality we live in and we will see how it goes. Elections must also be accepted by the losers“, Said Celibashi.
Celibashi also reiterated that it has been agreed to vote electronically in Vora and that work is underway to announce the result 30 minutes after the polls close.
Among other things, the head of the CEC said that the destruction of data in the electronic identification device used in the April 25 elections has begun. The head of the CEC said that he hopes that this process will be completed within 10 days and indicated that the CEC has drafted a work plan for the 2023 elections.
Regarding the spread of electronic voting throughout the country for the 2023 elections, Celibashi transferred the responsibility to the government, as competent for this issue.
According to him, there is a probability that in the next elections the project will be expanded to 2 or 3 other municipalities.
However, he was convinced that despite the costs of this project, electronic voting is not a guarantee for solving current problems or increasing credibility.
President Ilir Meta decreed March 6 as the date of by-elections in the municipalities of Shkodra, Durres, Dibra, Vora, Rrogozhina and Lushnja.
The Municipality of Shkodra has been without a new mayor since 2019, as the winner of the elections, Valdrin Pjetri of the Socialist Party, lost his mandate due to the decriminalization law, as he had hidden a sentence in the past. The duty is exercised by the old mayor, Voltana Ademi.
The municipality of Vora was also left without a mayor after Agim Kajmaku became subject to the decriminalization law. In the municipality of Rrogozhina, the mayor Haxhi Memolla passed away, while the mayor of Dibër, Dionis Imeraj, resigned after running for deputy in the SP list.
The Municipality of Durrës also remained without a mayor after the resignation in December 2019 of Valbona Sakos. The last municipality left without a mayor is Lushnja in July 2021, when Mayor Fatos Tushe was fired by the Prime Minister after being arrested for corruption by the SPAK.
Meta argued his long delay by waiting for a decision of the Constitutional Court on the Constitutionality of the local elections of June 30, 2019.
These elections were held in a political conflict situation, as the opposition decided to boycott them, while the president himself had annulled them by decree.
Before setting the date, he consulted with the head of the socialist parliamentary group, Taulant Balla, who said that the president has been violating the Constitution for a long time on this issue.
The Democratic Party was not called for consultations by the president, while the announcement of the elections comes at a time when the largest opposition party is divided.
