Debate at the Law Commission hearing:
Sula: Where politics gets involved, there will be problems, just like what is happening in the justice system. We want to serve the citizens. Sicc, the problems have been solved in these 30 years in Albania, we are specific cases and we have not learned and we were wrong, the reform in justice is a failure because of the way it has worked. We are making the new judicial map, due to the lack of the number of judges. This is a product of politics. The policy articulates that we have Albania in four regions. Billions of ALL have been invested in recent years for the courts, e.g. in Shkodër the building has remained empty. If the need arises, we will be ready to open branches, to say things bluntly. We must not be mistaken. I have 6 questions for KLP, KLJ and the Ministry of Justice. The HLCG conducts an assessment every 5 years. You as the HCJ are supposed to have carried out an evaluation, but closing 18 courts better fulfills the objectives? What will be the costs of closing these 18 courts. How much money will be needed to transfer all these issues? Do you know what the costs will be for the prosecutors? What will be the additional costs for prison directorates, the distances will be considerable. What are these measures that will be taken?
Manja: We administer the prison system, we have made our calculations. There is no cost. We have taken the measures. We will comply with any court order and have already taken action. There is no cost to the Ministry of Justice.
Skëndos: When it was discussed last December, the Albanian community of Helsinki drew attention and presented a legal opposition where we emphasized some reservations. Our concern is the lack of transparency and the lack of a comprehensive process and the lack of an objective study with pluses and minuses.
