Rama: Today, by investing all these years and committing to make a digital revolution in this country, we have managed to make available to the people a mechanism of receiving services without leaving the house at all, without moving at all from the office, use a smartphone or computer for 95% of the services provided today by the counters and state offices, where only 5% of them still have the necessary physical presence, because you can not get the full, online service of the device with ID card or passport as you have to go to give fingerprints and you can not do this online.

This is over. You do not need to collect all these other documents anymore. 50 services today are full cycle and are among the most essential services that are widely used by citizens. For example, one of the services that has taken endless time for people all these years is getting criminal proof, which is needed regularly for many, many other interactions. Both the application and the certificate, with an electronic stamp, with an electronic signature, no longer need to move at all.
Recalculating the pension is a big problem for many, many retirees. We want to have no more counters so that there are no more corrupt interactions, stressful interactions, interactions that never end even from indifference, interactions that turn into torture even from bad behaviors sometimes and all those who are at the counter, from people who have become annoying to citizens are not all the same, but one bad thing is enough for five good ones to look bad, come back from the computer and serve the citizens, who no longer even need to know , neither see nor meet, but only need to use the telephone or computer.
This will cause the very disturbing level of stress and bribery to virtually zero. To zero in immediately, as if by magic, but that this is not magic, is a job done in many years and is the advantage that new technology gives to countries like our country. If we were 10 years ahead, we would be unable to make this leap because those administrations we see when we go abroad are administrations that were built when we had no state at all and many more years ago, centuries before ever than 1912, when independence was declared here in Vlora and the creation of the Albanian state began, not to mention then and that our tradition of administration has never been a tradition built on the democratic functionality of institutions and others. Thus, changing the whole mentality and the whole internal process of the functioning of the administration takes decades, even centuries. And we would need another decades for which no Albanian has the nerve to wait, if we did not have the technology. Technology gives us the opportunity to make a very big leap, in a few years, to move to another century and in fact today we have this mechanism and virtually every citizen today has this mechanism.
The reason for this continuous promotion in this series of meetings is that as many citizens as possible are informed and thankfully in the pandemic disaster, everyone is given the opportunity to see that this system works, because thanks to this system, we were able to realize it with successful the first confrontation when the virus was in its greatest aggression and we had to do the general quarantine, and everyone used e-albania to get the authorizations and to come out. Imagine if it were not for that mechanism, what would we do? Would you need authorization to go out and get the authorization to go out would you go out, go in line to get authorization? We are continuing the investments because we want to close all the services, not only 50, but all the services in a cycle, which means the mortgage for which today we do not need a counter and we will close the mortgage counters in 2022. There will be no more mortgage counters, no one will be able to go to the mortgage to ask to apply, but today, you can apply but do not get it on the phone, do not get the mortgage or title deed on the computer , but you have to get it by mail, for a very large number. It is a small part of today that I can take it, but for this reason we have committed a special fund, we will employ hundreds of people, who will only deal with the digitalization of all property titles that has started to be done since years but it is an infinity and in the span of two years, it is the objective for us to get the mortgage off the phone. It will be the end of an endless horror for so many people and so many families, while digitalization will be done with an ultramodern system from the technological point of view, blockchain, where it will be impossible to intervene for changes as it is done today, changed each other’s letters and any intrusion into the system will be traceable. So, anyone who enters the system to serve, will leave traces and will leave the electronic signature, so any system harassment, will immediately appear, the system will be completely armored.
