The Schengen area should be managed through regular ministerial meetings, as well as the eurozone, French President Emmanuel Macron said today, adding that it could start next month.
Speaking at a meeting of European justice and home affairs ministers, Macron said the “Schengen Council” would assess how the Schengen area works, take joint decisions and facilitate crisis coordination.
“This council can become the face of a strong, defensive Europe that can control its borders and consequently its fate,” he said. Macron said the first meeting of the council will be held when the European justice and interior ministers meet on March 3rd.
The proposal will need the support of other EU member states, but French officials say they will not need to change EU treaties.
“We have to reform the Schengen area. “There can be no freedom of movement if we do not control our external borders,” Macron said. France is also proposing the creation of a crisis mechanism that could be activated when the EU’s external borders are threatened.
