The Lithuanian Parliament has today adopted a resolution declaring the Russian occupation of Ukraine a “genocide” and Russia a perpetrator of terrorism.
Unanimously adopted, the resolution accuses Russian military forces of deliberately and systematically targeting civilian targets, declaring Russia a state that supports and perpetrates terrorism.
Lithuania also called for the establishment of an international tribunal to investigate alleged Russian war crimes in Ukraine.
Lithuanian Foreign Minister Gabrielius Landsbergis said the decision is a recognition of reality and gives impetus to further legal investigations into the situation.
In his first reaction to the unanimous passage of the resolution, Landsbergis said the determinations should be followed by investigations, such as those conducted by the International Criminal Court and the International Court of Justice.
“We have not seen anything like this since World War II, so this could give extra speed to the investigation and the resources they are looking for,” said Landsbergis, who noted that Lithuania was one of the first countries to provided financial assistance to investigators.
Landsbergis said the international community should not only work to strengthen mechanisms aimed at accountability for war crimes and crimes against humanity, but perhaps seek new ones because Russia changed reality with its attack on Ukraine.
“We were convinced that after World War II, we built the mechanism that should empower this ‘never again’ concept. It is clear that the mechanisms were not enough. “And so we really need to start working now to strengthen these mechanisms,” he said
