It is about the legalization of a four-storey building in the middle of “Italia” square. This building was demolished in July 2019 by the Municipality of Tirana to pave the way for the requalification of the “Italy” square, which is now fully open.
Many who remember the building on the side of the square which was erected in violation of the building permit and occupying land that did not belong to them.
After legalization, the owners of the building were compensated after the demolition of the building. The decision that Artan Lame gave for this legalization is in contrast to the refusal given to many citizens who have constructions in areas where there are public projects.
Their legalization is not done with the justification of not regulating the taxpayers with the compensation of their illegal activity.
This building had a 2002 building permit for a three-storey complex with an area of 348 square meters and that of the exploitation 290 square meters. A year later the government revoked the permit, but in 2007 by court order, the permit was renewed.
The construction in the middle of the “Italia” square was criticized by Artan Lame himself in a journalistic article where he called it a serious urban mistake.
In 2015 when the project was completed, construction was not related to the project for which the permit was issued 13 years ago.
In addition to an additional floor, the building area was also enlarged. Despite these violations, the building was no longer required to be demolished, instead in March 2019 it was legalized.
The occupied square turned out to be 421.9 and not 348 square meters as much as the land in the construction permit. So the legalization document approved by the institution headed by Artan Lame, removed from the pockets of taxpayers several hundred million ALL to compensate the owners of construction with serious violations of the construction permit.
What was the agreement with which this problematic legalization was realized? This has not been clarified, but from this agreement several hundred million ALL were distributed.
