First, says SPAK, from the conducted investigations it has been proven that in the procedure of granting the concession and in concluding the contract with the object “Construction and administration of the urban waste treatment plant of Elbasan Region, for energy production”, have not been performed full preparatory actions for the award of the concession and secondly in the procedure followed for the award of the concession and the conclusion of the contract with the company “Albtek Energy” sh.pk, the procedure was followed “by negotiation, without prior notice.”
The above actions and omissions, committed in violation of the law and bylaws were committed by members of the commission for granting the concession in cooperation with the former minister who in the capacity of the head of the contracting authority, was the person responsible for procuring public funds. In addition to investigations against the suspects, preventive seizure measures have been imposed on the suspects.
