State Police officers use police symbols on private cars. They park where they can, although illegally, some even with foreign license plates.
On March 2, 2022, the General Director of the State Police, Gledis Nano and the director of the Directorate of Road Transport, Blendi Gonxhe, signed a cooperation agreement for violators of road users.
In addition to road safety, the two directors vowed to punish any person, in any position, who uses foreign license plates, does not test the vehicle, does not pay taxes or insurance. The DPSHTRR information would be passed on to the police in order to punish these persons.
Three days later, on March 5, 2022, through a post on FB, the director of Road Transport, Blendi Gonxhe, made this statement;
“Do not play by the rules, do not circulate with invalid license plates. Do not retaliate against the budget of municipalities and the community, because any unpaid obligations and such offenses are detrimental to society, cities, public order and safety.
Thank you to the Tirana Traffic Police and the State Police for hitting this ugly phenomenon every day. Vehicles that violate the terms of circulation with foreign license plates, vehicles outside the norms, vehicles deregistered for years. “Customs-cleared vehicles roaming the streets of Serbs.”
In addition to the post, Gonxhe published pictures of the action and foreign license plates, which were removed from the vehicles on the road, stating that those who use them the most are the ones who should check that these license plates are not circulating. He adds that the phenomenon has been very disturbing and that the list of names is very long, some of whom are currently employees and some former employees not only of the police, but of the entire administration.
But, have all police officers implemented this Nano-Gonxhe agreement ?! Fiks Fare made an observation at the Tirana Police Directorate and at some police stations.
Some of the images that Fiksi broadcast were near the Tirana Police Directorate. The cars are private, mostly with black windows. Police officers park where they can, on sidewalks. In resident areas. They put police logos, phone numbers and everything else on the windows to escape fines.
The camera of Fiks Fare also made an observation in the alleys near the Police Commissariat no. 2 in Tirana. The parking ban sign is clearly visible at the entrance, but this did not prevent anyone from parking private vehicles there. On the windows of these vehicles were placed the telephone numbers of police officers, and even on some others various police symbols such as hats, vests, coats of arms.
While the Fiks Fare group was filming a vehicle parked in the parking lot for residents, where a police hat and an identification document were clearly visible, a person approached who threatened the Fiks Fare film crew. “Delete the filming because 2-3 boys were brought, because you see it is private property!” threatens the person. When asked by reporters why he uses the police emblem, he answers that this is how he loves tr..i and that he was not a policeman.
Shortly after the threat, Fiks Fare reporters called the police patrol.
The person who threatened the film crew left immediately. after the arrival of the patrol which verified the vehicle, the car turned out that the vehicle was owned by an inspector in the Prison Police, near the Fushë Krujë Penitentiary Institution.
The Fiks Fare group moves further east of Tirana, near Commissariat no.1. On the main road leading to this police station, the same situation is found: in vehicles with private license plates parked where it is not allowed, different police emblems and mobile numbers are used. But also vehicles with foreign license plates, an Audi type vehicle had Bulgarian license plates. Meanwhile, in the windshield there was a cell phone number used by State Police employees.
Fiks’s observation could not miss the road of the Traffic Police Commissariat in Tirana, whose employees impose thousands of fines every day for parking, black windows or the use of foreign license plates by ordinary citizens. But how do they park their vehicles? Do they use foreign license plates ?!
The road in front of this police station is full of parked cars, although the sign shows that parking is not allowed. The parked vehicles are private and have police emblems, cell phone numbers, hats, vests or police signs on them. All are vehicles of traffic police officers. They are the ones who sign thousands of fines every day for ordinary citizens!
Even in that very place, the camera of Fiks caught a police officer who got out of a vehicle type “Hyundai” with Italian license plates CY 520 CË. He parks it next to a gas station and wears the uniform to go out on the field to punish offenders.
But, in addition to the commissariats, police officers move throughout Tirana in vehicles with foreign license plates. Fiks Fare found a white “Benz” type vehicle near the Albanian Parliament. The vehicle has foreign license plates and a police officer gets off it.
“There is a law, but there are also Maliq” and these ‘Maliqs’ who supervise the citizens for the implementation of the law, are above the law.
