Kosovo and Denmark signed on Monday a letter of intent according to which the Danish state will use for a period of 10 years the detention center in Gjilan, about 45 kilometers east of Pristina.
The justice ministers of both countries did not disclose details of the agreement as according to them it is expected to continue to be discussed.
Justice ministry officials have said Kosovo is expected to receive 210m euros from Denmark, which will fund Kosovo’s justice system and renewable energy projects.
The Minister of Justice, Albulena Haxhiu, said that Kosovo has been assessed as a serious party with the idea of transferring prisoners who are currently being held in correctional facilities in the Kingdom of Denmark.
“Kosovo has a capacity for 2,500 prisoners and currently there are about 700 vacancies and we have undertaken to find the Kingdom of Denmark in this challenge with a lack of capacity but we must add the fact that the laws of Denmark apply here because Denmark I will only use the detention center in Gjilan “, she said.
Minister Haxhiu said that the agreement should be ratified by the Kosovo Parliament as it enters the category of international agreements.
The Minister of Justice of Denmark, Nick Hakerup, said that the agreement is a sign of close cooperation between Kosovo and Denmark and according to him this agreement will benefit both parties.
“I hope that this agreement will solve a large part of the problems we face with overcrowded prisons in Denmark and I also hope that this will enable Kosovo to invest in its prison systems and develop its capacities. in the rule of law more broadly ”, phe underlines that the prisoners to be placed in Kosovo will not be persons linked to terrorism and war crimes.
Critics of the agreement in Kosovo warn that the country lacks the opportunities and resources for such an agreement.
Such practices have been applied in European countries before, including Norway and Belgium, which had rented prison cells in the Netherlands./VOA
