Kazakhstan’s President Kassym-Yomart Tokayev has described last week’s deadly violence as a coup attempt.
He told the leaders of the military alliance of the former Soviet countries on Monday that the action was coordinated by a “single center”, but did not mention who he saw as responsible.
Russian President Vladimir Putin has said Kazakhstan has been targeted by individual terrorism, adding that Russia will never allow revolutions in the region.
Troops from Russia and other countries are already in Kazakhstan to restore order.
Protests spurred by rising oil prices have turned into the worst riots the country has seen in 30 years of independence.
Many people were reported dead, including 16 members of the security forces.
The protests began on January 2 and have spread as discontent to the government and former president Nursultan Nazarbayev, who has led Kazakhstan for three decades and is still believed to have influence.
Authorities have said the situation has stabilized and that troops are continuing to “clean up” operations.
The state of emergency is currently in force.
About 8,000 people have been detained in the state, the Interior Ministry said on Monday.
