The Polytechnic University holds the first place for another spending item that seems quite dubious.
During the academic year 2020-2021 he spent 177 thousand euros for heating and cleaning. But, the question that arises is who is warmed up in the classrooms after the lesson is conducted online. Other universities have also reported significant heating costs but at several times lower levels.
During the academic year 2020-2021 almost all activities and trips were paralyzed. But, surprisingly, academic staffs report expenses for diets and travel.
The first place for this voice is again held by the Polytechnic University, which has spent over 100 thousand euros. This amount is quite close to the previous year when about 5 thousand euros more were spent. So for diets and travels were spent almost the same as the normal academic year at a time when everything was suspended.
Now, we will dwell on some concrete tenders that raise the shadow of doubt and look quite strange for the time of signing that coincided with the emergency situation.
This is a contract that the University of Shkodra has signed with a private company for the purchase of diesel for heating. The value of the contract is full of 6.25 million new lek or in other words about 62 million old lek. What makes the most impression and raises doubts is the time of signing the contract. The university buys diesel for the boilers on April 13, 2021. So, the contract coincides with the time when in Albania the temperatures go around 25 degrees Celsius and the boiler systems turn off.
After spending about 62 million ALL for heating in the middle of Spring, the leaders of the University of Shkodra have taken care of the summer heat. This is a contract signed on June 23, 2021 for the purchase of air conditioners worth 3.7 million ALL.
