At the moment, the judge in question has the files of 2018. So, this means that citizens have at least 4 years waiting for the verdict of justice for various issues, from blocking the pension to property problems, criminal penalties etc. Waiting is so long that decisions often become unenforceable.

In this case, the citizen can file a lawsuit for violation of rights. Cases like this are numerous in the courts of Appeal. Currently, in Albania there are 6 Courts of Appeal respectively in Tirana, Durres, Shkodra, Vlora, Korca and Gjirokastra. The proposal is to remain the only national Court of Appeals in Tirana. The number of judges envisaged is 78, as many as are distributed in 6 courts today. But stakeholders are quite skeptical about improving the quality of fast-track issues.
