The Supreme State Audit has audited 7 public universities for the academic year 2017-2018 and has concluded that they spend up to 41% of the budget for the administration, while the projected revenues for research range from zero to 3.1%.
So a ridiculous amount for research that will have to be the primary goal of universities….
The report cites that, the University of Durrës has spent 41% of revenues for staff payments, the University of Tirana has spent 25% of revenues and the University of Vlora University has spent 27% of revenues for staff salaries.
The Supreme State Audit has also found that the University of Medicine Tirana and the University “Ismail Qemali” Vlora have not provided any money for scientific research. “Tirana University of Medicine for 2017/18 has argued that it has participated in national and international projects.
But, the report states that from the cross-tabulation of NACI data, for 2017 none of the Higher Education Institutions subject to this audit have applied for national projects near it. KLSH states that, only Fan University. S. Noli Korçë has forecast 3.1% of revenues for scientific research.
The Supreme State Audit has found that students pay high tuition fees but do not receive proper services from higher education institutions. Services to students are limited, with many bureaucratic links and of low quality. On the other hand, tuition fees are set not on the basis of analysis of costs and socio-economic conditions of the country.
The Supreme State Audit has concluded that higher education institutions continue to remain passive in taking on the responsibilities of providing quality education, real research and competitive fees to finance their services at optimal costs.
“The mentality of the leaders of public HEIs has not yet been adapted to the vision and competencies of the new law on higher education, while the mentality of pedagogues continues to be closer to that of teachers than researchers. Under the perception of students, HEIs care little or not at all about the quality of services they provide”.
