Top Channel has secured the file of the Tufina cemetery scandal, where citizens, against the payment of employees, bought places for graves and managed to legalize apartments illegally.
A few months of investigations brought to light a corruption scheme that favored the receipt of soft loans in the Municipality, constructions without permission, as well as the “booking” of graves in Tufina against payment.
The Tirana police and the prosecution identified 12 people involved in this scheme, eight of whom were arrested, two were prosecuted at large and two others were declared wanted.
In the file provided by the journalist of Top Channel, Anila Hoxha, there are interceptions taken from the conversations between the director of the cemetery of Tufina, Eljodor Ndini, and other people who have cooperated with him.
The employee of Tufinë Cemetery Sector, Gazment Daja, asks for the money from Ardian Miceli to give to the director. The evidence provided for Ndin are the conversations he had on Whatsapp with the citizen Albani Tufina, who was made aware of a grave pit opened by the engineer and received money for this grave pit.
The next conversation is when the person named Alban, identified as Alban Ajazi, guard at the Tufina cemetery, shows him a grave which has crossed the main curbs and the director Eljodor Ndini says “drowned”
Another proof is the conversation with the person Julian Cuku Akshi, where the director Eljodor Ndini sends him a photo of the legalization of the person Flamur Qefalia and then tells him “I owe you a lot of thanks.”
He also talks asking him that he has a friend who has applied for a loan and the municipality gives him a soft loan saying “look don’t do anything”.
He also tells them “I also have my daughter-in-law to get a loan, but I will meet Anisa Subashi because she is the first in this job.”
The next conversation takes place with the person named Milla, where he sends him a legalization document and tells him “look at me”, he says “ok”.
According to the file, Endrin Milla is a private employee and he has conversations with the director Eljodoir Ndini which are related to the legalization of citizen Flamur Oefaliaku and tells him to give six million when you finish it.
Ndini also sends him a parcel number, an open pit and then tells Milla “You hurt me with that hole, they made me very dirty”.
“Let me talk to Albani”, says Mhilla. Then he says “hey, don’t leave me behind, I’ll give you 6 too”.
According to the file, he was asked why he mentioned the number six. Citizen Endri Mhiilli told him that would give him 6 million for the legalization he would do.
In another conversation Endri Milla I says “oh 500 thousand, you ****e work”
He had another conversation where Endri Milla says “take the money, 100 tell him to say”.
In the next conversation, he sends photos of the apartment that is for the legalization of citizen Flamur Qefalija.
In another conversation, the arrested director sends him the photos of the application and all the actions he has taken for the legalization, and Milla tells him “did you want anything?”while Eljodor tells him “you have 60 left“, while Mhilla tells him “leave anything to Saja. Also, tell me that we will fix it and tomorrow we will have a meeting, maybe like Sunday”.
Then Mhilla sends him a photo of the co-aludation of the citizen Flamur Qefalija and tells him about the technical inspection in Tirana 2,“Why did the engineer come here? today with glasses?”.
Eljodor tells him “ Jean”.
In the next conversation Mhilla says “bring me 500,000 because I need it, because I’m tight, I haven’t collected a single lek today, I’m zero”.
Eljodor Ndini tells him ” So I left it tomorrow, I’ll come to the office, I was sad that you asked for half of it, you told me that you buried me and I still gave the money”.
Mhilla tells him “ Bring me 500 today, the rest tomorrow, I’ll find 500 today”.
In another conversation Eljodori tells Milla “I’m with Latif, you told him, I’m done, I gave him the coffee, it’s better than saying something and you get embarrassed, find someone else and get caught”.
Latif Shehu turns out to be a Sector Technician at the Tufina cemetery at the Funeral Services Agency of Tirana Municipality.
Arrested for corruption, exercise of illegal influence on persons exercising public functions” and “Abuse of duty is Eljodor Ndini, acting Director of the Funeral Services Agency in the Municipality of Tirana and Xhemal Mena, Latif Shehu, Gazment Daja, employees of the Sector of the Tufin Cemetery, who are accused of abuse of office.
Bujar Lica, Alban Ajazi and Endrin Milla are accused of “Exercise of illegal influence on persons exercising public functions” and Fatjon Gjonaj for the criminal offense of “Illegal construction”.
From the investigations, it is suspected that these citizens, in cooperation with each other, in return for a reward of 30,000 to 50,000 new lek, abusing their duty, have provided burial places for different citizens in the Tufina cemetery.
Also, from the interceptions, they enabled the issuance of construction and reconstruction permits, by the responsible institutions, for the houses damaged by the earthquake, against the payment of 200,000 new lek: the issuance of ownership certificates at the ASHK; the benefit of vaccination certificates against Covid-19, against the payment of 30,000 new lek, as well as the benefit of a soft loan from the municipality of Tirana.
