How much rice, oil, flour and sugar will be sold / Transparency Board decision enters into force
Board of Transparency and Wholesale / Retail Price Monitoring of basic food products and other related products, established pursuant to normative act no. 7, dated 18.03.2022 “On transparency and price monitoring for some basic food products and other related products, as a result of the special situation created in the market”, in the meeting of April 1, decided to approve the list of basic food products to be monitored, as follows:
flour
Sunflower oil
sugar
Long grain rice
This decision is mandatory for all entities that wholesale / retail these products.
The Transparency Board also decided to approve the margins that will be applied to some basic food products, as a result of the special situation created by the increase in international prices.
The following margins are approved for the long grain rice item (1 kg packaged):
a) The trade margin of the wholesaler of long rice, which is packaged locally by the distributor, is 12.4% on the cost of customs clearance of the product, including duties paid to customs, or expressed in the amount of 11 ALL / kg.
b) The trade margin of the retailer of long grain rice packaged locally by the distributor, is 4% above the wholesale price calculated according to letter “a” of this point, or expressed in the amount of 4 ALL / kg.
The following margins are approved for the sugar item (1 kg):
a) The trade margin of sugar from the importer (unpackaged), is 3.7% above the weighted average cost of customs clearance of the product, including duties paid to customs, or expressed in the amount of 4 ALL / kg.
b) The trade margin of the wholesale sugar seller, who realizes the packaging of the packaged product in the country, is 7.2% on the purchase price of the product calculated according to letter “a” of this point, or expressed in the amount of 8 ALL / kg.
c) The trade margin of the sugar retailer is 3.4% above the wholesale price calculated according to letter “b” of this point, or expressed in the amount of 4 ALL / kg.
The following margins are approved for the sunflower oil article:
a) The trade margin of the wholesaler of sunflower oil packaged locally by the distributor, is 12.5% above the weighted average cost of customs clearance of the product, including duties paid at customs, or expressed in the amount of 35 ALL / liter.
b) The trade margin of the retailer of sunflower oil is 1.9% above the wholesale price calculated according to letter “a” of this point, or expressed in the amount of 6 ALL / liter.
The following margins are approved for bulk flour:
a) The trade margin for the mass flour product for bread production, traded by the wheat processor, is 33% above the weighted average cost of customs clearance of the wheat product, including duties paid to customs, or expressed in the amount of 21.5 ALL / kg.
b) The trade margin of the retailer of the mass packaged flour product is 4.6% above the wholesale price calculated according to letter “a” of this point, or expressed in the amount of 4 ALL / kg.
After analyzing these margins, the Transparency Board decided that these products should be offered to the household consumer in markets at prices not higher than:
104 ALL / kg for long grain rice (1 kg)
123 ALL / kg for sugar (1 kg)
321 ALL / liter for sunflower oil
90.5 lek / kg for mass flour
This decision enters into force on 05.04.2022 and is mandatory for all entities that wholesale / retail trade the products defined in this decision.
