The State Election Commissioner acknowledges that the CEC and politics failed with the diaspora in 2021, but is confident that the objective of enabling them to vote in the next elections can be achieved.
Ilirjan Celibashi reveals for Top Channel the variant that according to him can meet the requests of the parties in the process.
“It seems that some political parties do not like voting in embassies, they do not like voting by mail. I think a hybrid way of voting, combining the ballot paper with the electronic system of sending and receiving the ballot paper would be the most convenient way“.
The use of technology is seen as an addition to security elements, but recently this word does not find much place in Albania at a time when personal data of citizens came to light.
“Every system in itself, if built with good intentions first and from the technical point of view is what is needed, offers all the guarantees. If the responsibilities that the institutions will have to have and have in the administration, the data are not reflected as required by law, we will have problems as have been made public recently.
The time for the realization of the diaspora vote is more than enough for Commissioner Celibashi, otherwise it would be a stain on the actors involved in the process.
“If the voting of the diaspora will not be possible for the next parliamentary elections, I think it is a spectacular failure of the CEC institution, but also of the political parties or other institutions that are or should be engaged in this process.“, Says Celibashi.
The Commissioner appeals to the state authorities not to waste time on the registration of immigrants, as the process is proceeding at a slow pace.
