The German Federal Government will suspend the preparation of four infrastructure projects for the Republika Srpska entity in Bosnia and Herzegovina, amounting to 105m euros, the Bosnian Foreign Ministry confirmed to Radio Free Europe.
The information was forwarded to this ministry by the German Embassy in Bosnia and Herzegovina.
The letter states that the projects will be suspended until the decisions of the National Assembly of Republika Srpska, of December 10, 2021 and February 10, 2022, are revoked, as well as until the end of the current blockade of state institutions.
These are the decisions of the National Assembly of Republika Srpska on the so-called transfer of competencies from the state to the entity and decision level and the adoption of the Law on Immovable Property, which is used for the functioning of public authorities in Republika Srpska.
The law was suspended by a decision of the High Representative in Bosnia and Herzegovina, Christian Schmidt, on April 12th because, under current law, entities cannot manage state property.
In December last year, the National Assembly of Republika Srpska decided that the entity’s government has six months to submit to parliament the law on value added tax, the law on excises, the law on the High Judicial and Prosecutorial Council of Republika Srpska. , as well as defense and security laws.
These are the competencies of the state of Bosnia and Herzegovina, which Republika Srpska unreasonably claims should be within the entity’s jurisdiction. The Constitution of Bosnia and Herzegovina does not leave such a possibility.
Actions in the Republika Srpska entity to create parallel institutions have been unanimously condemned by the European Union (EU) and the United States (US).
Republika Srpska politicians have blocked the state institutions of Bosnia and Herzegovina since late July 2021, when former High Representative Valentin Inzko approved amendments to the Criminal Code of Bosnia and Herzegovina and ruled that it was a crime to deny genocide, as well as rulings. for war crimes brought before the International Court of Justice in The Hague and in the domestic courts of Bosnia and Herzegovina.
