Rafael Genish, the owner of a “Call Center” in Tirana has been handcuffed along with 35 others, including Albanians and foreigners on charges of computer fraud of foreign nationals from Tirana.
There are over 2400 foreign nationals who have fallen prey to fraud, with the promise of investing in the stock market, and it has caused damage of several million euros. 2400 complaints have arrived from German, French and Italian authorities.
The Director of the Criminal Police Department in the State Police Tonin Vocaj, together with the prosecutor of the Tirana Judicial District Elisabeta Imeraj, a press conference for the police operation codenamed “Communication”.
Unit C for the Investigation of Computer Crimes in the Investigation Directorate in the Criminal Police Department in the General Directorate of State Police, under the direction of the Tirana Judicial District Prosecutor’s Office, from 23.12.2021 to 24.12.2021 has carried out the coded police operation ” Communication ”.
The Cybercrime Investigation Unit, based on the information received and in coordination with its partners, has identified and initiated investigations together with the Tirana Judicial District Prosecutor’s Office, in relation to a criminal activity in the field of computer fraud, e which had to do with the deception of foreign nationals through the computer network.
The investigations showed that for several years a commercial entity under the name “RG Capital” was operating in the field of call centers or as it is known in our country “Call center”. The close cooperation with the partners managed to identify victims of this criminal activity outside the territory of the Republic of Albania.
Intensive investigations of several months conducted in our country made it possible to identify the leaders of this entity, the scheme of operation, as well as the area of cooperation of persons involved in this criminal activity.
From the investigative actions carried out, as well as from the police intervention in the subject “RG Capital”, by the Cybercrime Investigation Unit, supported by other structures of the Investigation Directorate in the Criminal Police Department and the Local Police Directorate of Tirana The police operation “COMMUNICATION” was carried out, where several premises were searched in execution of the decision of the Court of First Instance Tirana.
35 citizens were arrested in flagrante delicto, one of whom was a foreigner, specifically the Israeli citizen Refael Genish, who from the investigations has turned out to be the organizer of this criminal activity, and 20 citizens were prosecuted at large.

60 mobile devices
3 laptops
2 USB
white cards similar to those of banks
a small amount of cannabis sattiva.
Also so far have been identified the personal data of many foreign nationals which have been used to contact these nationals and then lure them towards the computer fraud scheme, gaining different amounts of monetary values which ranged from 500 euros and above. The people contacted by this fraud scheme are over 2 million and are located in different countries of the world.
