Fiks Fare denounced the abuses of the tender for the purchase of envelopes and the question paper for the National Council.
These envelopes were distributed in January to hundreds of thousands of families throughout Albania, engaging the employees of the Albanian Post. According to the documents available to Fiksi, the tender procedures took place at the end of January 2022, while the announcement of the winner and the conclusion of the contract were signed at the beginning of February!
In January 2022, the Albanian government lynched the National Counseling project. An envelope was sent to the citizens, containing dozens of questions, which, after being completed, were sent again in another envelope by mail to the address of the Council of Ministers. “It is an initiative that I support, which aims to involve the public in decision-making,” said Ervin Bushati, administrator of the Albanian Post. Mr. Bushati, once a member of the Socialist Party, said that such an initiative is being made in England, but “we are money!”.
According to an observation by Fiks Fare, in the profiles of the Albanian Post and Mr. Ervin Bushati, it turns out that the latter made some statuses in January that the post office employees had gone door to door to distribute these envelopes. There are such posts until the end of January. But, in the editorial office of the show Fiks Fare, some information arrived that, although the envelopes of the Albanian Post were distributed in January 2022, the tender procedures were done at the end of January!
According to a document available to the editorial office of Fiks Fare, the competitive tender procedure was made on January 27, 2022. The tender had a value of about 24 million ALL, while it was with the object “purchase of A4 envelopes, A5 / B5 envelopes, adhesive labels and printing of the questionnaire and cover letter ”. “The source of funding from the fund received from the Agency for Dialogue and Co-Government for the implementation of the National Consultation program” is stated in the documents of the Albanian Post, while in this tender participated only the economic operator “Albamedia” with an economic bid of 23,114,000 lek without VAT, or with VAT the amount goes to about 27 million new lek.
After this finding, the journalists of Fiks Fare went to the firm “Albamedia”, asking him if he made these letters or not. The employees said that they make such letters and that they also made the envelopes distributed by the Albanian Post. They said they have these envelopes ready in 5 or 10 days. Asked if they supplied the Albanian Post with these envelopes in January 2022, the employees said that “we had a project”. So, the envelopes and letters were delivered in January and the tender documents were made in February 2022!
Fiks Fare journalists went to the Albanian Post, talking to the administrator Ervin Bushati. He said that the total fund for the National Counseling was about 40 million ALL. According to him, there is a cooperation between the Co-Government, INSTAT and the Albanian Post. Asked why they received the letters from the firm in January and made the tender in February, Bushati initially said that he did not trust them. He then claimed that the letter was received in January because at the end of the year it was difficult to obtain for the high cost. The journalists also showed him the document for concluding the contract, dated February 4, 2022, while Bushati said that “the tender in question may not be for the National Council”.
But, in the tender documents in question it is written that the amount and the letters are “for the implementation of the National Counseling program”!
